In this episode of Sesame Street, the street scenes focus on Ernie's plan to create a dance video and his attempts to involve Bert in it. The story starts with Bert playing Angry Pigeons on his phone while Ernie welcomes the viewer. Ernie has a plan to make a dance video and needs to borrow Bert's phone to do so. He introduces his camera penguin, Busby, and a lobster DJ to help create the video.

Ernie wants Bert to dance with him, but Bert is not interested and suggests that Ernie change the plan. Instead, Ernie involves the viewer in his dance, and Busby records the dance. However, Ernie's plan is not yet complete, as he still wants Bert to participate.

Ernie tries to persuade Bert to dance by including Mando in the video, who adds a cha-cha to the dance. They are filmed, but Bert still refuses to join. Ernie changes his plan once more, hoping to convince Bert.

Ernie adds more steps to his plan and ropes in more people to appear in his dance video, including Chris, Alan, Big Bird, Elmo, Snuffy, Abby, Leela, Maria, Luis, Oscar, and several kids. Despite the growing cast, Bert continues to decline appearing in the video. Eventually, Ernie is ready to upload the video to the internet, which was a step Bert was not aware of. At this point, Bert decides he wants to be in the video and demonstrates the pigeon dance he has been working on. Ernie happily changes his plan to include his best friend.

As Ernie posts the video online, Bert nervously waits for the results. In the video, Ernie sings "Change the Plan" over a montage of everyone dancing. Bert is pleased with the outcome, and Ernie tells him about his new plan - playing Angry Pigeons.
